Increase of Housing Fees

Dear Members,

According to the Ministry of Environment, Urbanization and Climate Change, the communiqué of the General Directorate of National Real Estate published in the Official Gazette dated December 27, 2024 (issue no. 32765, serial no. 419), and the General Communiqué of National Real Estate published by the Ministry of Finance in the Official Gazette dated May 26, 2005 (issue no. 25826, serial no. 294), Article 1.3 “Authorization of Institutions and Organizations to Increase Fees; the rental fees calculated as specified in the current National Real Estate General Communiqué are minimum, and institutions may determine higher rental fees when necessary by taking into account the qualities and characteristics of the residences.”

In the Presidential Circular on Savings Measures published in the Official Gazette dated May 27, 2024 (issue no. 32549) by the Presidency of the Republic of Turkey, it is stated: “Lodge rents and social facility fees will be re-determined based on current market values.” Accordingly, the Directorate General of Accounting / Directorate of Accounting Controllers of the Ministry of Treasury and Finance of the Republic of Turkey has indicated that “although university-managed lodging rents are far below market prices, they have not been updated.”

At our University, in order to ensure the effective and efficient use of public resources, and taking into account their locations on campus, transportation facilities, square meter sizes, heating, position in the city, comfort levels, green areas, factors providing living comfort, and the rents of other similar residences in the same region, rental increases have been applied to the University’s residence rents under the scope of Public Housing Law No. 32765, effective January 15, 2025.
